A former Charlotte City Council member is set to plead guilty in a federal case alleging fraud involving pandemic-era small business relief programs, marking the latest development in a prosecution that began with a May 2025 indictment in the Western District of North Carolina.

Court filings indicate Tiawana Brown will plead guilty to a wire fraud conspiracy charge tied to applications submitted for COVID-19 relief funds. The case centers on allegations that Brown and two adult daughters submitted false information and documentation in an effort to obtain federal funds intended to help businesses weather economic disruption during the pandemic.

What prosecutors alleged in the 2025 indictment

Federal prosecutors alleged that, between April 2020 and September 2021, Brown and her daughters, Tijema Brown and Antionette Rouse, participated in a scheme to obtain funds through the Small Business Administration’s Economic Injury Disaster Loan program and the Paycheck Protection Program. The indictment alleged at least 15 applications were submitted and that at least $124,165 was obtained.

Prosecutors said applications contained false information and false documentation, including tax forms, and included false statements connected to loan-forgiveness requests. The indictment also alleged that funds were deposited into bank accounts controlled by the defendants and used for personal expenses rather than qualifying business purposes.
